Skill Development Programme for LWE areas

Labour ministry's initiative for Skill Development for LWE areas

Directorate General of Employment & Training, Ministry of Labour & Employment, Government of India has formulated a scheme titled “Skill Development in 34 Districts of Nine States Affected by Left Wing Extremism”.

             

Brief of scheme:

 

The scheme was approved for implementation in March 2011. The total approved cost of the scheme is Rs. 232.95 crore. EFC recommended that the scheme may be continued in the 12th Five Year Plan period. 

 

Objective of the scheme:

 

  • To create Skill Development infrastructure in these districts closer to the people by establishing one ITI & two Skill Development Centers (SDCs) in each district.

 

  • To run demand driven vocational training courses both long term and short term to meet the requirement of skilled manpower of various sectors of economy in and around these areas, on the one hand and on the other, provide youth opportunities of decent livelihood.

 

The scheme has two pronged strategy:

 

            As an immediate measure during the 11th Plan period, skill training programmes for

 

  • 1000 youth in Long Term Training @ 30 per district;
  • 4000 youth in Short Term Training @ 120 per district; and
  • 340 youth in Instructor Training @ 10 per district

with 100% funding from Central Government.

3.2 Additional infrastructure will be created for:-

 

  • 34 Industrial Training Institutes (ITIs) @ one ITI per district; and
  • 68 Skill Development Centres (SDCs) @ two SDCs per district

with 75% funding from Central Government.

5.       Progress:

The committed Central Share was Rs. 17902.70 lakh, out of which Rs. 6842.19 lakh (38.22%) was released to 8 States as follows:

No fund could be released to Andhra Pradesh as their proposal received in July 2012.

As significant part of the mandate of the scheme is yet to be fulfilled, action has been initiated to continue the scheme upto 31st March 2014.
